
Douglas Havron

About
Mr. Douglas Havron possesses over 25 years of experience in the areas of emergency management, disaster response, healthcare coalition leadership, emergency and trauma medicine and disaster preparedness and response technology. He began his career as a Paramedic, working 911 response as well as in a large level 1 trauma center. He transitioned to emergency nursing, where he served as an educator and manager of a large county trauma center for several years before becoming a nursing director. Following Tropical Storm Allison and the 9/11 attacks, Mr. Havron served on the Houston Metropolitan Medical Response System (MMRS) committee, which later became a regional healthcare coalition. He chaired the initial suburban committee, cofounded and served as secretary/treasurer for the Regional Hospital Preparedness Council which served 121 hospitals in 18 counties, including the Texas Medical Center and two academic medical schools.
In 2010, Mr. Havron became the Director of Preparedness for the Southeast Texas Regional Advisory Council, where he initiated and oversaw the Assistant Secretary for Preparedness and Response (ASPR) Hospital Preparedness Program (HPP), before starting his own consulting practice. Mr. Havron has played a pivotal role in the Texas hospital preparedness programs, which today are considered some of the most well-prepared coalitions. Mr. Havron also led product and client service for some of the largest disaster preparedness and response technology platforms (e.g. EMResource, WebEOC), serving as Vice President of Public Health Solutions at Intermedix.
Mr. Havron has spoken on numerous occasions as a subject matter expert throughout the nation and abroad, including such forums as the Institute of Medicine, The International Disaster Reduction Conference, and The National Hurricane Conference. He has served as a medical operations chief in the Catastrophic Medical Operations Center (CMOC) during Hurricanes Katrina, Rita, Dolly, Eduard, Gustav, and Ike and was invited to return to support operations during Hurricane Harvey. He served as a consultant to the Florida Division of Emergency Management during COVID, specializing in non-congregate shelter operations and the development of hospitals in buildings of opportunity.
Today, Mr. Havron is the Executive Director and CEO for the Capital Area of Texas Regional Advisory Council (CATRAC). CATRAC serves 29 counties across 25,000 square miles in support of 70 hospitals and 124 EMS agencies managing the regional healthcare coalition (HCC), regional medical operations center (7-RMOC), and one of eight emergency medical task forces (EMTF) across Texas.
Mr. Havron graduated with a Master of Science in Emergency Management from Touro University, a Bachelor of Science in Nursing from the University of Texas El Paso, and an Associate’s Degree of Applied Science in Emergency Medical Technology from San Jacinto College.
